Here is what I have come up with for our 2010-2011 carpet season EDM rules. The only big change is tires, opening to all tires within the DirtOval.com size limits, and we can groove them this year.
Tire tests we performed in Omaha showed no significant change in tire performance when grooved, other than less "chunking."
Read it over (may be easier to just open the attachment at the bottom, remember to hold down "ctrl" ) and let me know what you all think. Keep in mind, these are much like DODC rules, but relax the motors and batteries to keep us from needing to spend much more money on both.
Like I said in another thread, if we start at 17.5 class, I'd suggest identical rules other than the motors.

General Rules:
All entries must be rear wheel drive only. All cars must have 4-wheel independent suspension. No straight axle cars allowed, single speed transmissions only. All bodies must resemble contemporary, full scale cars. All corners of bodies should be rounded for safety.
All drivers must corner marshal following each event, per club rules.
Any car that is severely damaged, which includes, but is not limited to, missing a tire and/or wheel (missing the left front may be excused, as long as the car does not have components dragging on carpet), has a loose body, is dragging chassis components or is dragging body parts must be removed from the track.
Any car that is not up to speed or in uncontrollable, in such a manner that it is creating a hazard to other drivers, must be removed from the track.
Race Moderators:
Race moderators shall consist of club president and corner marshals not racing in the EDM class. Moderators will have the right to determine when a car is posing a risk to other competitors, or damaging the racing surface. Moderators can ask a driver to remove their car from the track. Any driver who refuses to stop after being asked to by a moderator to remove their car, will be disqualified, and may be suspended for the remainder of the day.
Vehicle Specifics:
Wheelbase: 9.500¡¨ min, 11.500" max
Maximum width: 10.000¡¨
Tires:
Tires may be foam or rubber.
Any tire additives that are used must be wiped clean from the tires before any races or practice sessions. Specific additives may be banned if a facility requests a ¡§non-smelling¡¨ additive.
The maximum front tire and wheel width is 1.1¡¨
The maximum rear tire and wheel width is 1.5¡¨
Grooving is allowed.
Body:
Inner panel must have hood that extends from front of inner panel to at least the leading edge of the roof. Front bumper must not extend out from center of car to cover front tires and wheels (No Late Model Bumpers). An additional front body panel is allowed on the front of the car but may not extend forward of the front bumper. No large gaps between roof and top of windows, no T-tops will be allowed. Roof width must be at least .500" narrower than inner panel max width dimension. Side windows must remain clear. As an alternative side window material may be removed but A pillar must still remain in tact from front of door to front of Roof. Roof, windows, side and sail panels must be symmetrical. Front edge of Door/side panel may not extend past the centerline of the front axle with wheels straight. Front of sail panel may be no more than 1¡¨ forward of rear tire leading edge and can not overlap side windows. No additional lips or flaps are allowed with the exception of a .250" bend at top and bottom of side and sail panel. Reasonable size and quantities of braces are allowed if desired. Bodies must have at least 1/3 of right rear tire exposed when viewed from front, top and rear of car.

A lipo sack is mandatory for all lipo charging. All racers shall take every other precaution to ensure safe charging and discharging techniques.
To ensure safe charging methods are followed by all competitors, all batteries will be checked prior to each race to ensure battery voltage is a maximum of 8.44 volts or less. If the battery reads 8.45 or more you do not race. Battery temperature may also be checked, and must be within 15 degrees (F) of room temperature. Batteries outside of that temperature range will not be allowed to race.
Motors:
The largest motors allowed for this class will be any ROAR approved 10.5 motor. Other options like a 13.5 will be allowed. All motors must be ROAR approved.
Motor Temperature may not be 15 degrees (F) or colder than room temperature at the start of the race. Tech officials may check that temperature prior to the event. Motors found in violation will not be allowed to race. In summary, no freezing of motors to create a performance advantage will be allowed.
Weight:
The minimum weight is 50 ounces, including transponder. Car may be weighed before, after or before and after each race.
FORMAT:
The A-Modified division will use a system with a minimum of two qualifications for each driver. The max number of cars in each race will be six. In the event of seven, or more cars entered for the day, the top four racers after qualifications will be locked into the A-Main. The rest will be sent to a B-Feature, transferring the top two finishers to the main. If car count exceeds 10 entries, a second B-Feature would be used. In that case, qualifiers 1-4 would be locked into the A-Feature, the rest would be placed alternately into the B-Features. The winner of each B-Feature would transfer to the A-Main. At a field of 16 or more cars, the A, B, C, D, E feature format will be used. Each feature will have four cars ¡§locked¡¨ and take two transfers from the lower feature. Races may be shortened because of time constraints. For example, an C-E features could be two minutes.
TECH INSPECTION PROCEDURE:
A bag containing three pills will be used to determine the post-race tech procedures. The pills will be numbered 1, 2 and 3. The winner of the feature will draw the first pill. That number will determine what car is inspected. For example, if the number 2 is drawn, the second place car will be inspected. The winner of the main will then draw the second pill. That second drawing will determine who is in charge of the technical inspection. Using the same example as before, and the number three is drawn, the third place finisher would then be in charge of inspecting the car that finished second. If he/she finds and issue with the car, the other driver from the top three finishers (not the one who is having their car inspected) must agree with the inspector¡¦s findings before it can be disqualified.
Club officials may also elect to inspect cars at any time.
